SpaceX uses road closures to allow them to complete testing of their Starship prototypes. These can either involve closing the beach & HW4 or just closing off HW4 depending on the circumstance. Road-only closures are usually put in place for a rollout to the launch site.

There are different rules SpaceX must try their best to stick to with their closures, though. For instance, they aren’t permitted to closure the beach/road in the summer month’s, and they must aim to reopen the road by noon on Friday’s. There are of course exceptions to these rules, but these are generally what SpaceX adhere to.
